Science targets from proposals that were given a high priority for ALMA Cycle 0 will not be made public unless and until data on the targets have been successfully archived. This policy is described in Section 7.2.1 of the Proposers Guide. This is a sensible policy for Cycle 0, in which observations will be conducted on a "best efforts" basis (see also the Cycle 0 Proposers Guide and Call for Proposals). Therefore, having a proposal ranked in the highest priority category is no guarantee of obtaining ALMA data, and there is no obvious way to identify which targets will actually be successfully observed.
This should not impact any plans for people submitting Cycle 1 proposals since Section 5.1 of the Cycle 0 Proposers Guide states that "The ALMA proposal review process for Cycle 1 will ignore the outcome of Cycle 0, in the sense that Cycle 0 projects will not establish proprietary rights to sources, fields or science goals, beyond the 12 months proprietary rights that apply to all ALMA data. Cycle 0 observations that have not been completed by the end of the cycle will not be carried over to Cycle 1."
The ALMA project does plan on making public a list of the titles, descriptions, and investigators' names and affiliations for those Cycle 0 proposals that received the highest priority ranking. This information will be made available on the ALMA Science Portal, http://almascience.org/, in early October. However, we do not anticipate that this information will include all targets, and it will not include projects that received a "Filler" ranking. UPDATE 2011-Oct-03: pdf of "Highest Priority" projects has been posted to the bottom of the "ALMA Opens Its Eyes" press release at http://www.almaobservatory.org/en/press-room/press-releases/297-alma-opens-its-eyes.
